Abstract
This revised Plan is issued by the National Development and Reform Commission to strengthen ecological protection and restoration on the Qinghai–Tibet Plateau. It sets an updated policy framework guided by national strategies on ecological civilization and regional development. The Plan emphasizes protection-first and natural restoration approaches, integrated management of mountains, rivers, forests, grasslands, wetlands, deserts, and ice systems, and enhancement of ecological functions and stability. By 2030, it establishes quantified targets, including increased forest coverage, improved grassland vegetation, expanded protected areas, and strengthened ecological monitoring and risk prevention systems.
The plan outlines spatial priorities and sectoral measures. It proposes ecological protection and restoration projects in key regions such as the Changtang Plateau, southeastern Tibet, the “Two Rivers and Four Rivers” basin, and the Sanjiangyuan (Three Rivers Source, Tibet section), focusing on grassland recovery, wetland protection, afforestation, desertification control, and habitat restoration. It further provides for improving the system of protected areas, advancing national park creation, strengthening biodiversity conservation, and enhancing carbon sequestration capacity. Additional components include climate change adaptation, ecological monitoring networks, disaster risk prevention, infrastructure improvements, and scientific and technological support. Institutional arrangements, funding mechanisms, and accountability systems are specified to ensure coordinated implementation and long-term ecological security.
