Abstract
This Women's Development Plan of Xinjiang Uygur Autonomous Region (2021-2025) is a regional plan. It is formulated in accordance with the Outline of Women's Development in China (2021-30). The Plan aims to promote the coordinated development of women from urban and rural regions and different areas and groups. It further aims to protect the rights and interests of women with special difficulties. Besides, the Plan seeks to integrate the goals and objectives involving the development of women with the overall economic and social planning of the region.
The Plan sets up 76 major goals and 92 strategic measures, focusing on eight areas, including health, education, economy, participation in decision-making and management, social security, family, environment and law.
The overall objectives proposed in the Plan are: by 2025, the basic national policy of gender equality will be thoroughly implemented, and institutional mechanisms to promote gender equality and women's all-round development will be innovated and improved. Women will have equal access to comprehensive and life-cycle health services, and their health level will continue to improve. Women enjoy equal rights to education, and their quality and ability continue to improve. Women enjoyed equal economic rights and interests and their economic status will be steadily improved. Women enjoy equal political rights and their participation in the management of economic, cultural and social affairs will be gradually improve. Women will have equal access to multi-level and sustainable social security, and their treatment level will be steadily improved. The system of laws, regulations and policies to support family development will be improved. The concept of equality between men and women will be more deeply rooted in the hearts of the people, and the environment for women's development will be more optimized. The rule of law system will be improved, women's legitimate rights and interests will be effectively protected, and women's sense of gain, happiness and security will be significantly improved.
The Plan promotes equal employment and promotes to eliminate gender discrimination in work places. The Plan seeks to ensure that women receive fair remuneration for their work, and the income gap between men and women will be significantly reduced; ensure the safety and health of female workers; ensure that rural women enjoy the right to land contractual management and other rights and interests on an equal basis, as well as the right to have the income distributed from rural collective economic organizations, and the right to obtain the compensation from land expropriation or resettlement; Support rural women to find jobs nearby and increase their income.

The strategic measures include: Continue to carry out scientific publicity and education on nutrition and health, carry out nutrition and diet guidance according to local conditions, improve women's awareness of nutrition labels, promote women to learn and master nutrition knowledge, and prevent and control malnutrition and obesity; Develop health publicity information and nutrition products for women of different ages and provide targeted services; Carry out nutritional monitoring and regular evaluation of pregnant women to prevent and reduce iron deficiency anemia in pregnant women; Prevent and control low weight and anemia in elderly women.
