Abstract
This Regulation is enacted to protect biodiversity, ensure ecological security, promote sustainable economic and social development, and achieve harmonious coexistence between man and nature. The Regulation consists of 40 Articles divided into 7 chapters, including General Provisions, Supervision and Management, Protection of Species and Genetic Diversity, Protection of Ecosystem Diversity, Public Participation and Benefit Sharing, Legal Responsibilities, and Supplementary Provisions.
The unique geographical location, complex topography, and diverse climate environment have nurtured Yunnan's rich biodiversity, making it the province with the richest biodiversity in China, covering almost all types of ecosystems on the earth. The Regulation stipulates that the protection of biodiversity should follow the principles of protection priority, sustainable use, public participation, benefit sharing, protection benefits, and liability for damage.
The Regulation takes the three most effective protection measures of "in-situ protection", "ex situ protection" and "ex vivo protection" as the starting point, and puts forward requirements and sets management systems around establishing protection networks, compiling species lists, regulating the collection and research and development activities of biological genetic resources, avoiding the loss of biodiversity resources, and regulating the management of alien species. It specifically emphasizes the implementation of key protection measures for Yunnan endemic species and the species only distributed in Yunnan. At the same time, it is strictly prohibited to introduce alien species into nature reserves without authorization. Any violation may result in a fine of up to 150000 yuan. In addition, the Regulation specifies that governments at all levels should support international cooperation in the field of biodiversity conservation, strengthen the exchange of biodiversity conservation policies, scientific research, and related technologies, establish cross-border conservation cooperation mechanisms, and encourage project cooperation and talent cultivation that are conducive to biodiversity conservation.
