Action Plan for Food and Nutritional Security and Sustainable Food Systems 2026–2030.

The Action Plan for Food and Nutrition Security and Sustainable Food Systems (2026–2030) in Cabo Verde, is designed to operationalize the long-term objectives of the national strategy for food and nutrition security (ENSANS 2035). The plan aims to ensure the progressive realization of the right to adequate food by guaranteeing regular access to safe, nutritious, and appropriate food for the entire population. It responds to structural challenges such as limited domestic agricultural production, dependence on food imports, climate vulnerability, and inequalities in food access, while promoting a coordinated, multi-sectoral approach integrating agriculture, health, nutrition, social protection, water, and sanitation. The plan serves as an operational framework to translate strategic priorities into concrete, measurable actions supported by inter-institutional coordination and resource mobilization.
To achieve its objectives, the plan is structured around six interconnected strategic axes: (i) strengthening multi-level governance of food security; (ii) enhancing resilience and sustainability of agro-food systems through increased domestic production and environmentally sustainable practices; (iii) integrating social protection and employment policies to improve livelihoods and food access; (iv) promoting healthy diets, nutrition education, and public health; (v) reinforcing information systems and early warning mechanisms for crisis management; and (vi) ensuring sustainable financing and investment. These priorities emphasize food system resilience, innovation, territorial approaches, and inclusive participation of public institutions, private actors, civil society, and development partners, aiming to address both immediate vulnerabilities and long-term sustainability challenges.
The plan also establishes a comprehensive implementation, monitoring, and evaluation framework, centered on institutional coordination mechanisms involving national councils, technical bodies, and local forums to ensure effective policy execution across all administrative levels. It prioritizes the strengthening of the Food and Nutrition Security Information System (SISAN) for data collection, risk monitoring, and evidence-based decision-making, alongside regular reporting and performance indicators aligned with the Sustainable Development Goals. By combining governance reforms, data systems, and financial instruments, the plan seeks to build resilient, inclusive, and sustainable food systems, while ensuring transparency, accountability, and continuous policy improvement in Cabo Verde’s food security agenda.
