Abstract
This Document, in line with Cabo Verde's sustainable development objectives and with national and sectoral programs, plans and strategies, and with the objectives of the Paris Agreement and other international agendas, presents, through six chapters, Cabo Verde's concrete contributions to Mitigation and Adaptation and the perspective of climate governance for this purpose. Specifically, the Document defines 14 specific contributions (5 for Mitigation and 9 for Adaptation), in order to reduce the country’s emissions by 2030 and limit the increase in global average temperatures to 1.5 °C above pre-industrial levels, focusing on: food security, water security, energy security, agriculture and natural resources management, and the resilience of the economic and social sectors.
The Document details the commitment of the country through the following contributions: the reducing economy-wide greenhouse gas (GHG) emissions by 18% below business-as-usual within 2030; achieving a decarbonised economy by 2050 and boosting electricity generation from renewable energy sources; reversing the trend of habitat degradation, substantially improving biodiversity, water retention, strengthening soils and restoring forests and coastal wetlands; using renewable energy (RE) for water supply mobilisation and securing a sustainable and resilient water management system, in order to provide sewage systems to all households, solid waste and safe wastewater treatment; development of an ocean-based economy in a low-carbon way, enhancing nature-based solutions, conserving and restoring natural habitats, improving tourism, transport, fishing activities, coastal management; building a monitoring system for tracing climate change related risks to public health and integrating climate change resilience targets into the national One Health policy framework; creating a strong platform for the empowerment of the young and women.
Targeted measures include: shifting towards responsible tourism and circular economy; improving water security; sustaining land-based food security through regenerative agriculture and ocean-based food security through regenerative fishing; extending marine protected areas and protecting marine resources; mitigating climate related disaster risks and vulnerabilities. Concerning specific measures in forestry sector, the Document focuses on: increasing forest areas through afforestation and reforestation projects; elaboration of forest management plans and forest fire prevention plans. Concerning specific measures in agricultural sector, the Document concerns: improvement of agricultural water use through efficient irrigation systems; prevention of land degradation through agricultural-land preserving spatial planning; promotion of integrated pest and disease management; improving climate-adapt local plant and animal genetic resources and varieties; adoption a public agricultural financing and credit program within 2025.
