This Decision, consisting of 8 articles, creates the Commission for Research and Proposals on the Systems for Maritime Authority and Security on Sea. It establishes composition, duties and responsibilities of the above mentioned Commission, entitled to: propose the instalment of a maritime authority system; identify the model of organization for maritime security; analyse and identify possible conflicts and legal conditions; articulate and define strategies of legal interventions; identify competent authorities; and propose projects, solution and interventions on legal matters related to maritime security.
