Abstract
This Decree-Law approves the Legal Regime of Land Registry. The Legal Framework for the Land Registry pursues the following objectives: a) Ensuring the unambiguous identification of buildings, through the assignment of a unique identification number, for common use by the entire Public Administration, enabling unique property information; b) Unifying the information system and the existing and future land registry content; c) Enabling uniform, computerized management of land registry content; d) Ensure that the land registry description is accompanied by a graphic representation in digital format; e) Ensure the interoperability of the computer systems used by all the entities involved in the land registry system; and f) Ensure access to information by the Public Administration, citizens and companies, namely by electronic means and with the guarantee of the protection of the personal data involved. Land Registry also applies to rural land normally used for agricultural activity, including buildings or constructions of an ancillary nature, without economic autonomy and of low value, which are located on it and used for agricultural production.
The Central Cadastre Service is responsible for the following: a) Establishing the technical guidelines that guarantee the quality of the information contained in the land registry; b) Carrying out the necessary inspection to guarantee proper compliance with the legislation and guidelines; c) Carrying out of cadastral work; d) Accrediting the workers or employees of the executing entity; e) Issuing the CIP, without prejudice to the provisions of this statute; f) Ensuring the proper functioning, quality and permanent updating of the digital registration on all registered buildings in the national territory; and g) Issuing circulars to the executing company regarding the interpretation of the law and the technical standards of the land registry execution operation.

This Decree-Law repeals Regulatory Decree No. 18/2014 of 10 February, which establishes the conditions and procedure for granting authorization to carry out activities involving the execution, renewal or conservation of the land registry.
