Decree-Law No. 23/2023 approving the Legal Regime for the Strategic Environmental and Social Assessment of Plans and Programmes in Cape Verde.

This Decree-Law establishes the regime to which the strategic environmental and social assessment of the effects of specific plans and programmes on the environment (AASE) is subject. All territorial management, sectoral policy and special nature plans and programmes dependent on preparation or approval by a national, regional and local authority can be submitted to AASE, defining the scope of territorial management plans and programmes, sectoral policy and special nature dependent on the preparation or approval by a national, regional and local authority that may be submitted to AASE, and providing for the prior procedure for submission to environmental and social assessment, the content and procedure of the strategic environmental and social assessment, and the assessment and control, exchange of information and coordination with the environmental impact assessment regime, also defining the list of criteria for determining the probability of significant effects on the environment and social aspects.
