Abstract
This Decree-Law establishes a comprehensive co-management model for protected areas integrated into the National Network of Protected Areas. Its primary objective is to define the principles, mechanisms, and instruments for a shared, collaborative, and sustainable management approach that brings together the State, local authorities, communities, civil society organizations, and private-sector entities. By clarifying roles, responsibilities, and governance arrangements, the Decree-Law seeks to strengthen transparency, institutional coherence, and operational effectiveness in the conservation and valorisation of Cabo Verde’s terrestrial, coastal, and marine protected areas. In addition, it aims to enhance biodiversity conservation while promoting sustainable development and local socio‑economic benefits. Through participatory governance, decentralized management, and formal collaboration protocols, the co-management model encourages community involvement, science‑based and nature‑based solutions, financial sustainability, and responsible tourism. Ultimately, the Decree-Law is intended to improve the long-term protection of natural assets, increase the resilience and effectiveness of protected area management, and ensure that conservation objectives are aligned with sustainable livelihoods, environmental education, and the responsible use and promotion of protected areas as key components of Cape Verde’s natural and economic heritage.
