Decree-Law No. 26/2026 establishing the conditions, rules and procedures relating to the implementation of the Satellite-Based Vessel Monitoring System (VMS).

This Decree-Law establishes the legal framework for the implementation of the Satellite-Based Vessel Monitoring System (Vessel Monitoring System – VMS) in the fisheries sector. Its main objective is to strengthen the monitoring, control, and surveillance of semi‑industrial and industrial fishing vessels—both national and foreign—operating in Cabo Verde’s maritime zones or under the national flag. By mandating the installation and continuous operation of monitoring equipment, the decree aims to ensure effective oversight of fishing activities, improve compliance with national and international fisheries regulations, and enhance transparency in vessel operations, particularly in Cabo Verde’s extensive and ecologically vulnerable Exclusive Economic Zone. In addition, the Decree-Law seeks to promote the sustainable management of marine resources and the fight against illegal, unreported, and unregulated (IUU) fishing. Through real-time data collection and standardized enforcement mechanisms, the VMS supports evidence-based decision-making, strengthens fisheries governance, and contributes to marine ecosystem protection, maritime security, and safety at sea. The Decree-Law also aligns Cabo Verde with international best practices and FAO guidelines on responsible fisheries, reinforcing the country’s commitments to sustainable ocean management, regional cooperation, and the long-term economic and social viability of the fisheries sector.
