Abstract
This Decree-Law approves the Statutes of the Climate and Environmental Fund of Cabo Verde (FCA), a public interest entity established as a single-shareholder company with administrative, financial and patrimonial autonomy. The FCA operates as a non-profit financial mechanism designed to support climate and environmental action in Cabo Verde, aligned with national legislation, international agreements, including climate conventions, and global good practices in climate finance. Its mandate includes mobilizing resources, establishing partnerships, and financing projects that contribute to climate mitigation, adaptation, environmental conservation and sustainable development, in line with the country’s commitments under the Paris Agreement and biodiversity frameworks. The Fund finances and supports projects across multiple sectors through a range of instruments (grants, concessional loans, co-financing, guarantees), prioritizing initiatives that reduce greenhouse gas emissions, enhance carbon sequestration, promote biodiversity conservation, and improve access to water and climate resilience. It explicitly promotes the green and blue economy, including renewable energy, energy efficiency, sustainable agriculture, ecotourism, fisheries, and coastal resilience. The Statutes establish detailed governance structures, accountability mechanisms, ESG safeguards, risk management systems, and monitoring and evaluation frameworks to ensure transparency, environmental integrity, and sustainable impact.
