Abstract
This Decree-Law approves the National Strategic Plan for Waste Management (PENGeR) for the period 2015-2030. This Strategic Plan, consisting of eight sections and 3 Annexes, provides for the characterization and diagnostics, prospective analysis, focusing also on Waste Management Principles and indicates the Strategic Guidelines and Objectives and the Programme, review, Monitoring and Follow-up Plan, under the new legal framework applicable to the prevention, Production and Waste Management, approved by Decree-Law No. 56/2015 of 17 October.
The development of a comprehensive waste management policy in Cape Verde is an established objective in various existing legislation related to environmental strategy and governmental policies. The Second National Action Plan for the Environment (PANA II) identifies as one of four priority areas the "basic water sanitation, including the collection, treatment and appropriate final destination of solid waste (organic and inorganic)", listing as specific goals the increased management capacity of municipalities to assume responsibilities in this area and the management of waste in order to control and reduce pollution. PANA II also states as a priority intervention the "enlargement and modernization of collection, treatment and final disposal and recycling of solid waste for later use." The PENGeR is especially focused on the production, management and prevention of municipal waste, but also covers other types of waste, equally relevant at national level, such as those associated with the business sector (industry, commerce and services) and health care (hospital waste).
