Decree-Law No. 32/2026 amending Decree-Law No. 3/2023 on the social fund known as the ‘FUNDO MAIS’.

This Decree-Law introduces amendments to the legal framework governing the social fund “Fundo MAIS”, with the primary objective of improving its institutional functioning and strengthening its capacity to support social protection policies. The decree-law aims to enhance the effectiveness of the fund in financing projects and measures targeted at vulnerable populations, particularly those aimed at poverty reduction and social inclusion. By revising existing provisions, it seeks to ensure that the fund continues to operate as a key financial instrument for the implementation of public policies addressing extreme poverty and social vulnerability. A central objective of the amendment is to reinforce the governance and operational efficiency of the fund by ensuring better functioning of its governing bodies, particularly the Board of Directors. The decree-law introduces a system of attendance allowances for board members to recognize their technical contributions and ensure greater availability, regular participation, and improved decision-making quality. In doing so, it aims to strengthen institutional commitment, enhance the quality of strategic oversight, and promote more effective and consistent management of the fund, thereby improving the overall implementation and impact of social policy interventions supported by the Fundo MAIS
