Abstract
This Decree-Law, consisting of six Chapters, establishes the social income for emergency inclusion. The social income consists of a benefit included in the social protection system at the safety net level, aiming to ensure that households in poverty and/or social vulnerability have resources aimed at contributing to the satisfaction of their minimum needs in emergency contexts. Social assistance emergencies are considered those caused by: a) Natural disasters such as: droughts, tropical cyclones, floods, landslides, volcanic eruptions and earthquakes; b) Epidemics and outbreaks; and c) Economic shocks caused by the above mentioned phenomena or by external factors. The social assistance emergency situation can occur to all or part of the national territory. Emergency social benefit presupposes a declaration of an alert, contingency or calamity situation, including a state of siege or emergency. The social income is a temporary cash benefit, granted to households in poverty and/or social vulnerability in a context of social assistance emergency. The social income can be accumulated with other social benefits, in cash or not, granted at the level of the safety net or by other social security systems.
