Decree-Law No. 34/2026 establishing the Programme to Promote Access to Affordable Housing.

This Decree-Law establishes a legal framework for the Programme to Promote Access to Housing at Controlled Costs in Cabo Verde, with the primary objective of improving access to adequate and affordable housing, particularly for young households and workers in the tourism sector. The decree-law aims to address structural housing challenges caused by rising property prices, demographic pressures, and market dynamics, by facilitating access to housing through acquisition, construction, rehabilitation, and rental solutions. It introduces a coordinated system of fiscal, financial, and administrative incentives to reduce costs and barriers for both beneficiaries and housing promoters, while promoting broader social, territorial, and economic cohesion. The main objectives of the programme focus on expanding and diversifying housing supply at controlled prices, reducing the impact of real estate pressures, and fostering an integrated housing ecosystem involving public authorities, private developers, and cooperative actors. The decree-law also seeks to shift housing policy from a predominantly public construction model to a more mixed approach that stimulates private sector participation, public–private partnerships, and decentralized, multi-level governance. Ultimately, the programme aims to create sustainable and accessible housing solutions, encourage investment in affordable housing, support urban regeneration, and ensure long-term affordability and quality through coordinated institutional mechanisms and policy instruments.
