Abstract
This Decree-Law regulates the access and exercise of the inter-island maritime transport industry for passengers, general and mixed cargo. In particular, it establishes that the inter-island passenger, general and mixed cargo maritime transport industry covers the outfitting and direct operation of own or third-party commercial vessels, as a time or bareboat charterer, with or without a purchase option, or as a lessee. The inter-island passenger, general and mixed cargo maritime transport industry aims to operate commercial ships transporting general cargo and passengers by sea, and can only be carried out by national shipping companies. The exercise of the national maritime transport industry is subject to: a) Enrollment of the shipping company in the maritime administration services, under the terms of the Maritime Code of Cape Verde; b) Licensing as a national maritime transport operator by the sectoral economic regulatory authority.
