Abstract
This Decree-Law approves the Regulation of the activity of observing sea turtles in Cape Verdean waters, from platforms, and on land on nesting beaches with the aim of reconciling the interests of conservation and the welfare of these animals and the development, among other things, of environmental tourism activities. This Regulation also creates licensing fees for the activity of observing and contributing to the conservation of sea turtles. The sea turtle watching activity aims to achieve the following fundamental objectives: a) Provide visitors with a positive and unforgettable experience and, at the same time, ensure greater environmental awareness and responsibility by providing visitors with information about the species in question, the main threats to which it is subject and the need to conserve the species; b) Contribute to generating important benefits to support the National Sea Turtle Conservation Programme; c) Provide direct benefits for the local economy, in particular through the involvement of the population of the communities near the nesting beaches, but also for the national economy in general.
