Abstract
This Decree-Law approves the functions and composition of the National Government of Cape Verde. The 8th Constitutional Government of the 2nd Republic was formed in a context of pandemic and three consecutive years of severe drought, a unique situation in independent Cape Verde. In this sense, it was necessary to organize the Government in order to face its negative consequences and prepare the Country for the post-pandemic challenges outlined in the Government program. This organic law establishes the possibility of the Council of Ministers operating through telematic means and other modern means of communication, as well as other bodies regulated by this legislative instrument, namely interministerial councils. Government coordination was redesigned, with the new addition of two Ministers of State, who will assist the Prime Minister in the functioning of the Government. Functions and composition of the Government is composed of the Prime Minister, the Deputy Prime Minister and the Ministers and Secretaries of State, as specified in the text.
