Abstract
This Decree-Law, consisting of 114 articles divided in 22 Chapters, establishes the foundations of the Electric System and has as fundamental objectives the promotion of national socio-economic development and the preservation of the environment, in strict observance of the following principles: a) ensuring a safe and reliable supply of electricity, as well as an increasing the coverage of service to all consumers, at a reasonable, fair and non-discriminatory price in use; b) increasing the use of renewable energy sources and cogeneration for electricity production; c) promoting efficiency in the production, transport, distribution and use of electricity in the country; d) attracting national and foreign private investments into the Electric System, including self- and independent producers, through the definition of stable, equitable, favorable and transparent conditions for investment; e) encouraging healthy competition and competition in the Electric System. In addition, it structures the national electricity system regulating electricity production, transport, distribution, concessions, licences, sale, tariffs and service quality aspects.
Entry into force notes
This Decree-Law enters into force five days after its publication.
