Abstract
This Decree-Law establishes the composition, competencies and activities of the Executive Secretariat for the Environment. The Council of Ministers shall be supported in its duties by the following institutions: the Executive Secretariat for Environment and the Consultative Council for the Environment. The former is responsible for proposing plans and projects to the Government, regulating water use and water polluting effluents, soil, flora and fauna protection and exploitation, regulating matters concerning protection generally, providing the Council of Ministers with information (art. 2). The Consultative Council for the Environment ("Conselho Consultivo para o Ambiente"), established by members of the Executive Secretariat, is responsible for proposing studies on environmental problems and giving its opinion on the Executive Secretariat's plans and projects.
