Abstract
The aim of this Decree is to implement the Agreement on Port State Measures to Prevent, Deter and Eliminate Illegal, Unreported and Unregulated Fishing, through the implementation of effective port State measures, thereby ensuring the long-term conservation and sustainable exploitation of living marine resources and marine ecosystems. Each Party shall, in its capacity as a port State, apply this Agreement to vessels not entitled to fly their flag seeking to enter or are in one of its ports, except: a) vessels of a neighboring state participating in the artisanal fishery for survival, since the port State and the flag State cooperate to ensure that such vessels do not engage in IUU fishing or fishing related activities that facilitate IUU fishing; b) the container vessels that are not carrying fish or carrying only fish previously landed, provided there are no reasonable grounds for suspecting that those vessels have carried on activities related to fisheries that facilitate IUU fishing.

Entry into force notes
This Agreement enters into force 30 days after the date of deposit of the 25th instrument of ratification, acceptance, approval or accession in accordance with articles 26 or 27.
