Abstract
This Decree establishes the National Institute of Cooperatives (INC "Instituto Nacional das Cooperativas"). It is divided into 10 chapters dealing with competencies and duties of the Institute, such as execution of governmental policy in the field of cooperation; organization and coordination of support to cooperatives; presentation of law proposals; promotion of cooperative development. This Decree defines all competent institutions necessary for INC activity (administrative and coordinating councils), etc.

All legislation contrary to this Decree is hereby abrogated. The National Institute of Cooperatives was created by Decree No. 96/78 of 21 October 1978.
