Decree No. 1/2002 on the National Institute for Water Resources Management - INGRH.

This Decree, composed of three articles and one Annex, approves the Statute of the National Institute of Water Resources Management (INGRH "Instituto Nacional de Gestão dos Recursos Hídricos"). The Statute is composed of VII Chapters, defining INGRH responsibilities, competencies, organization and activities. Chapter I describes the mission, legal status of the Institute; Chapter II describes the competencies, obligations and research purposes of INGRH in the field of water resources management, including the competences formerly belonging to the National Council of Water (CNAG Conselho Nacional das Aguas); Chapter III deals with the organizational structure by listing composition and duties of each local administrative council. Chapter IV regulates matters related to financial management, taxes; Chapter V concerns the human resources and other staff; Chapter VI regulates the monitoring activities of the Ministry for Agriculture over the Institute with regards to the implementation of this Regulation; finally, Chapter VII contains final and transitional provisions.
