Law No. 34/X/2023 regulating the Regional and Local Development Planning System, defining the system for coordinating the national, regional, intermunicipal and municipal levels of regional and local development planning, as well as the process of elaboration, review, approval, execution, follow-up and evaluation of regional, intermunicipal and municipal development planning instruments.

This Law regulates the regional and local development planning system, defining the system for coordinating the national, regional, intermunicipal and municipal levels of regional and local development planning, as well as the process of elaboration, review, approval, execution, follow-up and evaluation of regional, intermunicipal and municipal development planning instruments. The regional and local development planning system has as its main objective the formulation, review, execution, follow-up and evaluation of intersectoral and interinstitutional actions for planning and promoting regional and local development. The regional and local development planning system is structured in a coordinated organizational framework, on four levels: a) National level, which is implemented through the National Strategy for Regional and Local Development; b) Regional level, which is implemented through Regional Development Plans; c) Intermunicipal level, which is implemented through the Intermunicipal Development Plans; and d) Municipal level, which is implemented through Municipal Development Plans.
