Abstract
This Law establishes exceptional and temporary measures to respond to the epidemiological situation caused by the coronavirus SARS-CoV-2 and the disease COVID-19. The measures foreseen apply to: private sector, services of the direct, indirect and autonomous administration of the State, Local Authorities, State business sector, independent administrative entities, services and bodies under the Presidency of the Republic, the National Assembly, and the Courts. The Law establishes that in situations of suspension of the employment contract, the worker is guaranteed the right to a monthly or proportional benefit of 70% of his/her remuneration. The responsibility for payment of the benefit rests with employers and the management entity of the Social Protection System at the rate of 35%. During the period of suspension of the employment contract, employers and workers are exempt from paying social security contributions. Companies enrolled in the general mandatory social protection regime are exempt from the payment of contributions under their responsibility in the months of April, May and June 2020, provided that a 30% monthly reduction in turnover is demonstrated, compared to the same period of the last year.
