Abstract
This Decree approves the Loan Agreement between the Japan International Cooperation Agency (JICA) and the Government of the Republic of Cape Verde on Electricity Transmission and Distribution Network Development Project. This Agreement, signed on 30 March 2012 in English, and consisting of 10 Sections and 2 Annexes, establishes the requirements to be satisfied in order to benefit from this project which main objectives are: to satisfy the demand for electricity on the above mentioned four islands through the rehabilitation and expansion of the current electricity production and distribution capacity. The specific objectives are to: establish the electric energy distribution system and strengthen the access to energy by building, extending and rehabilitating lines of transmission and distribution on six islands of the archipelago (Santo Antão, São Vicente, Sal, Maio, Santiago and Fogo), in order to improve local economy and life conditions of the country, contributing to the mitigation of climate changes through the reduction of loss of electric energy during transmission within those communities that are not yet covered by electrification.
