Abstract
This National Strategy and Action Plan on Biodiversity 2014-2030 is a fundamental guidelines for the Cape Verdean nature and biodiversity conservation policy, as well as aims at serving as a reference for society, the private institutions and civil society. Cape Verde already has a considerable experience in implementing a policy for the conservation of biodiversity, having drawn up its first Strategy in 1999. This significantly strengthened the environmental policy, but also the Government's policy in general. In the period between 2000 and 2013, the country made progress, with emphasis on the creation of several legal instruments for the conservation and sustainable use of biodiversity, the declaration of protected areas and the implementation of conservation plans for endangered species, although numerous deficiencies in the plans persist, being the overexploitation of natural resources one of the main driving forces affecting national biodiversity, leading to its loss and contributing to the collapse of functions provided by ecosystems.
The National Vision for the conservation of Cape Verde's biodiversity is expressed as follows: In 2030, Cape Verde protects, recovers and values its Biodiversity, promotes its sustainable use, enhances mechanisms for participation and appropriation of benefits, in a fair and equitable manner, contributing to the development of the country. The elaboration of the second National Strategy and Action Plan on Biodiversity (EPANB) used a participatory approach and had the involvement of various entities linked to the conservation and use of Biodiversity in Cape Verde, such as: Government institutions, decentralized services, municipalities, civil society organizations, research institutions, the private sector, etc.
