Abstract
The National Strategy for Food and Nutrition Security and Sustainable Food Systems of Cabo Verde (ENSANS‑2035) is the overarching policy framework guiding the country’s long-term transformation of its food system. Its main objective is to ensure the progressive realization of the right to adequate food by promoting sustainable, inclusive, and resilient agro-food systems capable of guaranteeing universal, equitable, and continuous access to safe and nutritious food. The strategy is designed to address structural vulnerabilities such as dependence on food imports, exposure to climate and economic shocks, and territorial inequalities, while aligning national policies with international commitments on sustainable development and food security. To achieve this goal, the strategy defines a set of core objectives centered on strengthening governance and ensuring integrated, multi-sectoral coordination across national and territorial levels. It aims to enhance the resilience and sustainability of agro-food systems by promoting locally adapted production systems, sustainable resource management (including water and soil), and diversification of agricultural activities. At the same time, it seeks to improve social inclusion and equity through targeted social protection measures and economic opportunities for vulnerable groups, while promoting healthy diets and strengthening public health and nutrition outcomes through education and regulatory measures.
The strategy further establishes objectives related to knowledge, investment, and systemic transformation, including the development of an integrated national information system for food security capable of anticipating risks and supporting evidence-based decision-making, as well as the promotion of sustainable financing and investment mechanisms. Through a territorial and participatory approach, it aims to integrate local realities into policy implementation, strengthen institutional coordination, and foster inclusive economic development. Overall, ENSANS‑2035 seeks to build a resilient, sustainable, and territorially balanced food system that contributes to long-term economic growth, social cohesion, and environmental sustainability in Cabo Verde.
