Abstract
This Regulation implements Decree-Law No. 33/92 of 16 April 1992 which creates INFA as an indirect administration organ under the jurisdiction of the Ministerial Agricultural Secretariat. The constitution describes its responsibilities, competencies, organization and activities which is divided into 6 chapters. Chapter I concerns competencies, duties and research purposes of INFA in the field of agriculture and livestock resources, which include the diffusion of new techniques in respect of the Cape Verdean environment. INFA is responsible for technical assistance to agricultural producers and companies and also for the coordination between other entities subject to the Ministry of Fisheries and Agriculture (MPAAR "Ministério das Pescas, Agricultura e Animação Rural"). If considered necessary, INFA may make agreements for cooperation with national, foreign, or international entities. Chapter II deals with structure by listing composition and duties of each local administrative council. Chapter III regulates matters related to financial management, taxes, etc. Chapter V concerns monitoring implementation of the Regulation.
