Abstract
The National Gender Equality Plan (PNIG 2021-2025), is aligned with the Programme of the 8th Constitutional Government of the 2nd Republic of Cape Verde 2021-2025, the Strategic Plan for Sustainable Development (PEDS) 2017-2021, the main international agendas for promoting gender equality and development, Agenda 2030 and Agenda 2063, and responds to the commitments assumed therein by the State of Cape Verde.
The Plan presents the strategic vision for efforts to achieve gender equality, capitalizes on good practices and absorbs the results of the evaluation of the 25 years of implementation of the Beijing Declaration and Platform for Action, in Cape Verde, as well as the conclusions and recommendations made by the CEDAW Committee to Cape Verde, resulting from the dialogue held on 11 July 2019, during the analysis of Cape Verde's IX periodic report (CEDAW/C/CPV/9). The PNIG is a guiding document that defines the attributions and responsibilities of the implementation, coordination, follow-up and evaluation of its various stakeholders, for a coherent, integrated and articulated approach. It chooses the full institutionalization of the gender mainstreaming approach as a strategy for consolidating gains and perpetuating progress. Its organizational structure responds to three areas of women's empowerment - economic, physical and decision-making autonomy. This structure makes it possible to reconcile the various agendas in a single frame of reference and facilitates the monitoring and evaluation of progress.
The PNIG 2021-2025 thus constitutes a common agenda for the different stakeholders (Government, Organized Civil Society, Private Sector and Development Partners) for the development of actions that guarantee effective equality between women and men, which fosters the articulation of actions and facilitates the monitoring and evaluation of the country's performance in meeting its gender equality targets.
