Resolution No. 13/2026 creating the National Commission for Monitoring the Implementation and Operation of the "Early Warnings for All" (EW4ALL) Initiative.

This Resolution establishes the National Commission for Monitoring the Implementation of the “Early Warnings for All” (EW4All) initiative in Cabo Verde, responding to the increasing frequency and intensity of climate‑related extreme events. Its main objective is to strengthen national resilience by ensuring universal access to inclusive, multi‑hazard early‑warning systems by 2027, in alignment with national climate commitments, the National Adaptation Plan, and broader UN‑led efforts. The resolution emphasizes coordinated, integrated action among key institutions to enhance prevention, preparedness, and disaster‑response capabilities in a small island context highly vulnerable to climate impacts. Furthermore, the resolution aims to reinforce technical, institutional, and community‑level capacities by defining clear roles for participating entities and empowering the Commission to guide implementation, resource mobilization, and monitoring processes. It assigns responsibilities such as improving risk knowledge, upgrading forecasting and alert‑generation systems, strengthening dissemination channels, and enhancing community readiness and governance mechanisms. The Commission is mandated to coordinate national efforts, support the development of the EW4All roadmap, promote training and capacity‑building, and provide periodic progress reports to the government and international partners—thus ensuring coherent, accountable, and effective operationalization of the EW4All initiative nationwide.
