Resolution No. 2/2026 creating the Cape Verde National Human Rights Observatory (ONDH-CV).

This Resolution establishes the creation of the National Observatory of Human Rights of Cabo Verde (ONDH‑CV) as a technical and permanent mechanism to support the monitoring and promotion of human rights in the country. Its main objective is to ensure the systematic collection, processing, and dissemination of reliable and disaggregated data on the human rights situation, thereby strengthening the capacity of the National Commission for Human Rights and Citizenship (CNDHC) to formulate recommendations, prepare reports, and contribute to evidence‑based public policies. The Resolution emphasizes the need for improved information systems to enhance accountability, support national and international reporting obligations, and provide a clearer assessment of progress in the implementation of human rights commitments, including those related to the Sustainable Development Goals. To achieve these objectives, the Resolution defines the Observatory’s functions, mission, and operational framework, focusing on data integration across sectors and the production of analytical outputs to inform public debate and policymaking. The ONDH‑CV is tasked with monitoring progress in human rights implementation, producing thematic and periodic reports, maintaining national databases of indicators, and supporting the evaluation and improvement of public policies. It also promotes the visibility and mainstreaming of human rights across the development agenda, facilitating coordination between state institutions, civil society, and other stakeholders, while contributing to knowledge generation and scientific research on human rights issues in Cabo Verde.
