Resolution No. 35/2023 establishing competences, composition and operation of the National Council for the Environment and Climate Action (CNAAC).

This Resolution establishes powers, composition and mode of functioning of the National Council for the Environment and Climate Action (CNAAC). The CNAAC is a consultative body that works on the major policy options and cooperation between public and private entities in the field of Environment and Climate Action. Its mission aims at articulating, harmonizing, and monitoring sectoral policies, proposing programmes that contribute to develop policies in the Environment and Climate Action sector, as well as, strengthening cooperation between public, private and civil entities in the fields of Environment and Climate Action. The CNAAC's fundamental responsibility is to issue opinions and ensure the agreement of political and social positions regarding the integrated and sustainable management of the Environment in Cape Verde, establishing the respective relationship with the national policy for reducing poverty and the country's economic growth.
In particular, the CNAAC is responsible to: a) propose strategies, policies and programmes with an impact on the Environment and Climate Action; b) issue its opinion on national strategic plans for the development, protection and sustainable management of the Environment and Climate Action; c) propose legislative or regulatory measures to the Government; d) propose measures to promote equity and gender equality in the definition and policies of the Environment and Climate Action, as well as the protection of disadvantaged and/or vulnerable social groups and monitor their respective implementation; e) monitor the implementation of Environment and Climate Action policies by the competent bodies and issue an opinion on the socio-economic and financial impacts of policies and legislative measures related to the Environment and Climate Action; f) give its opinion on the strategic and development plans and programmes of the National Directorate for the Environment, etc.
