Abstract
This Resolution creates the Technical Team for the preparation of the National Inventory of Greenhouse Gases (GHG). As part of the ratification of the United Nations Framework Convention on Climate Change (UNFCCC) on 29 March 1995, and within the framework of the specific obligations established by article 4 of the aforementioned Convention, Cape Verde undertakes to prepare, update and publish a national inventory of anthropogenic emissions by sources and removal by sinks of Greenhouse Gases (GHG) not controlled by the Montreal Protocol. The National GHG Inventory is a transparency mechanism and its results also allow subsidizing action plans to reduce the emission of greenhouse gases. The Technical Team has the mission of supporting in updating the national GHG inventories, as well as supporting the preparation of biannual reports on GHGs and National Communications on Climate Change.
This Technical Team is responsible for: a) Survey the emissions of GHGs, such as Carbon Dioxide (CO2), Methane (CH4); Nitrous Oxide (N2O); Hydrofluorocarbons (HFCs) and others (Indirect GHGs); b) Survey GHG emissions by sector, namely: i. Energy, emissions from fuel combustion; CO2 emissions from fuels; CH4 and N2O emissions from fuel combustion; ii. Industrial Processes and Uses of Other Products Sector (IPPU); iii. Agriculture, Forestry and Other Land Uses Sector, Agriculture: burning of agricultural residues, application of urea, direct N2O emissions, indirect N2O emissions; livestock; Forest and Other Land Uses; iv. Waste Sector, urban solid waste; treatment of domestic, commercial and industrial effluents); c) Analyze the capacity to reduce GHG emissions in the various sectors mentioned above; d) Carry out analysis and possible revision of the emission factors adopted at the national level; e) Report the progress achieved in each of the sectors; f) Recommend the incorporation of good practices to improve the sustainability of the data collection process, etc.
