Resolution No. 39/2019 approving the Master Plan of the Electric Sector 2018-2040.

The Electricity Sector Master Plan 2018-2040 is as a structural document for the development of the Electricity System, considering the main areas of development of the sector: territorial consumption forecasting, new investments and reinforcements in transport and distribution infrastructure of electricity, producer structure (location of plants, size, energy sources and technologies) and network management, institutional and organizational structure. This Plan covers the following topics: Electrical demand forecast; Needed offer to meet the electrical needs; Transport network expansion plan; Network analysis of the electrical system and least-cost optimization (lowest-cost); Economic and financial analysis; Investments and indicative costs in generation and transportation, impacts on electric energy tariffs; Environmental and social impact assessment. Environmental, economic and financial impact assessments, tariff studies as well as an Action and Investment Plan, together with Energy Policy Recommendations, complemented the evaluation of the strategy. This Sector Master Plan, covering the nine islands of Cape Verde, was developed over 18 months (from June 2017 to November 2019) following five distinct phases: Phase I - Startup Phase; Phase II - Electric Search Scenarios and Generation Options; Phase III - Least-Cost Scenarios Search-Generation and Impact Assessment; Phase IV - Electricity network development plan; Phase V - Institutional, Environmental, Social, Economic and Financial Strategy Evaluation; Phase VI - Investment Plan and Endorsements of Energy Policies. The main objective of this study was the development of different scenarios for the evolution of electrical needs for the islands of the Archipelago.
