Abstract
This National Strategy for the Eradication of Extreme Poverty (ENEPE) 2022-2026 defines the strategic actions necessary to combat extreme poverty to be implemented under the new PEDS 2022-2026. In particular, ENEPE plans to reinforce: i) the social protection system focused on combating extreme poverty by increasing the coverage of social income transfer programmes managed by the Ministry of Family, Inclusion and Social Development (MFIDS); ii) the articulation between social policies promoting integrated responses in the fight against poverty, with a focus on extreme poverty; and iii) institutional, technical and financial capacities to facilitate the planned expansion and its monitoring and evaluation, in order to be able to assess the effectiveness of the measures in the reduction and eradication of extreme poverty.
With ENEPE 2022-2026, the Government intends to promote new social protection mechanisms without leaving anyone behind, so that population in situations of extreme poverty can benefit from opportunities for economic growth and a more comprehensive and inclusive sustainable development. For the successful implementation of ENEPE and the eradication of extreme poverty the involvement and participation of all public entities, development partners and multilateral agencies, as well as Civil Society Organizations and national and foreign companies is fundamental.
Social Pillar of PEDS II includes 5 Programmes that fulfill the strategic objective of promoting social development through human capital, inclusion and mobility, reduction of inequalities, eradication of extreme poverty and gender equality. The pursuit of these objectives stems from the effective implementation of the three interdependent intervention axes: 1. Increased coverage of social income programmes managed by the MFIDS: a) Support households food security with children in extreme poverty through the expansion of the Social Inclusion Income (RSI), essential; b) Promote Productive Inclusion (IP) through capacity building for adults capable of working; c) Expand Social Pension (PS) coverage, ensuring that all dependents, the disabled and children with disabilities have the right to income, medical assistance, access to exemptions and social energy tariffs; d) Provide family support for all eligible families, etc.
