Resolution No. 43/2026 approving the Programme to Promote Micro-Entrepreneurship through Formalization, Job Creation, and Tax Relief.

This Resolution establishes the Programme for the Promotion of Micro‑Entrepreneurship through Formalization, Job Creation and Tax Relief, addressing structural barriers that hinder the sustainable growth of micro and small enterprises (MSEs), which represent the majority of Cabo Verde’s productive sector. The resolution aims primarily to reduce business informality, stimulate formal job creation, and improve access to financing and entrepreneurial support services, particularly for young people, women, and enterprises operating in smaller island markets. It creates an integrated public intervention that combines technical assistance, capacity‑building, preferential credit mechanisms, structured tax regularization, and incentives for the creation and maintenance of formal employment. These measures seek to strengthen the entrepreneurial ecosystem and increase productivity while preventing early business mortality. In addition, it aims to establish a temporary, exceptional fiscal framework that supports viable micro and small enterprises in transitioning to the formal economy without disproportionate penalties. This includes tax relief, debt‑regularization mechanisms, and the possibility of converting tax debts into productive investment based on measurable criteria such as job creation and compliance with fiscal obligations. By promoting formalization, expanding access to finance, and reinforcing the issuance of electronic invoices, the programme aims to broaden the tax base in the medium term, strengthen economic inclusion, and consolidate national financing instruments. The resolution also introduces a monitoring system with clear indicators—such as the number of formalized enterprises, volume of debt regularized, and net fiscal impact—to ensure transparency and allow for continuous adjustment.
