Abstract
The National Strategic Plan for Water and Sanitation (PLENAS), approved in February 2015, laid the foundations for the development of the sector, but, in view of new challenges and developments in the national and international context, it needs to be revised and updated. PLENAS 2.0 is structured around four strategic axes: i) Service Effectiveness; ii) Service Efficiency; iii) Service Sustainability; and iv) Service Enhancement, which are broken down into twenty strategic objectives and fifty-four operational measures. These aim to ensure physical accessibility, continuity, water quality, safety and resilience to climate change, as well as the modernisation, digitisation and economic and financial sustainability of the sector. It is the strategic intention of the Government of Cape Verde that the current PLENAS 2.0 will contribute to ‘Universalising water supply and wastewater management services in Cape Verde, ensuring effectiveness, efficiency, sustainability and added value, without leaving anyone behind’. This vision embodies the government's commitment to meeting the Sustainable Development Goals (SDGs) and recognising these services as human rights, in line with national and global guidelines and bearing in mind the challenges facing the sector, particularly climate change, which is of particular relevance to the country.
