Resolution No. 54/2024 establishing the governance model for the development process of an investment programme within the scope of an Agreement to be negotiated with the Millennium Challenge Corporation (MCC) and creating, as a mission structure, the Millennium Challenge Development Unit Investment Programme to be negotiated with the MCC.

This Resolution defines the governance model for the development process of an investment Programme within the scope of an Agreement to be negotiated with the Millennium Challenge Corporation (MCC). The Resolution also creates, as a mission structure, the Investment Programme Development Unit to be negotiated with the MCC (UDP), to guarantee the current management of the development process of this Programme. The purpose of the Governance Model is to guarantee the development of an Investment Programme to be negotiated with the MCC, based on national strategic priorities and aligned with MCC standards and procedures. The Governance Model is guided by the following principles: a) Guidance for regional integration by promoting trade and cross-border cooperation, namely through regulatory convergence and physical, digital and human connectivity, climate, energy transition and human capital; b) Prioritization of interventions with the potential to catalyze additional initiatives and resources, particularly from private, national and external investors; c) Concerns regarding economic-financial viability, environmental sustainability, gender and social inclusion; d) Focus on areas of greatest potential for the national economy, for example the blue economy, the digital economy and the provision of services in general, areas whose potential will be analyzed in depth within the scope of the Program development process; and e) Broad involvement of public and private stakeholders
