Abstract
This Resolution approves the National Decentralization Strategy. The Strategy, consisting of eight Sections, regulates the framework, objectives, guiding principles, the role of decentralization, strategic axes, the operationalization of the decentralization strategy, as well as the areas that should not be part of the decentralization package. The Global objectives are: achieve territorial cohesion through the reduction of municipal asymmetries, promoting municipalities with economic weaknesses, a quality of life equivalent to that of the current poles (social cohesion) and the economic integration of islands and peripheral municipalities (economic cohesion). The Specific Objectives are: The Government of Cape Verde opts for a decentralization model conducive to “shared prosperity”, that is, promoting a social and economic development climate that allows: In all municipalities, each and every citizen can fulfill their potential individual and feeling fulfilled (social cohesion); and Each municipality reaching a level of economic activity that accelerates its convergence with the national GDP per capita (economic cohesion).
