Abstract
This Resolution approves the Action Plan for the Conservation of Seabirds of Cabo Verde (2026–2031), a strategic instrument aimed at ensuring the long-term conservation of seabird populations and their habitats. The Plan is grounded in scientific evidence and aligned with national biodiversity strategies and international conventions (e.g. CBD, CMS, CITES, Ramsar). It responds to major threats affecting seabirds, including invasive species, illegal capture, bycatch in fisheries, habitat degradation, pollution and climate change, and establishes a coordinated, multi-sectoral framework involving environmental, fisheries, tourism and local authorities. The Plan defines a comprehensive operational framework structured around six strategic axes and six objectives, including: control of invasive species, reduction of illegal capture and bycatch, management of human and environmental pressures, strengthening of research and monitoring, and enhanced institutional coordination and public awareness. It sets measurable targets, monitoring systems, and financing mechanisms, supported by a multi-actor governance structure led by the National Directorate of Environment (DNA). The Plan also includes a detailed monitoring and evaluation system, defining ecological, pressure, response and impact indicators, and ensuring adaptive management over its implementation period.
