Resolution No. 86/2022 approving the National Plan for Adaptation to Climate Change in Cape Verde, under the Agreement of Paris and the United Nations Framework Convention on Climate Change.

This Resolution approves the National Plan for Adaptation to Climate Change in Cape Verde, under the Agreement of Paris and the United Nations Framework Convention on Climate Change. NAPCV was created within the scope of the Paris Agreement and the United Nations Framework Convention on Climate Change, regulating the mandate, vision, mission, principles, objectives, as well as the pillars, the strategic framework and adaptation measures. NAPCV has three main objectives: Create an enabling environment to facilitate the integration of adaptation into planning and budgeting; Improve management capacity and data and information sharing, access to technology and financing for adaptation; and Implement adaptation actions for greater resilience of the most vulnerable. A successful NAP is one that creates the conditions for its own demise. It is expected that within a few years, the various sectors, public and private organizations and civil society entities will fully and automatically integrate adaptation into their planning, operations and budget and that Cape Verde will be a resilient nation. The three pillars that support the goals of the NAP CV are: Institutional framework; Knowledge, technology and financing; and Resilience of the most vulnerable.
The principles that guide the NAPCV are based on the United Nations Framework Convention on Climate Change (UNFCCC). This process is country-owned and country-driven, non-prescriptive, flexible, and based on country needs. In addition, the NAPCV is based on the Updated Nationally Determined Contribution (NDC) and the Sendai Risk Reduction Framework and includes the following additional principles: Social equity: recognition and respect for human rights and the fact that all citizens, regardless of their social status, they must carry out specific actions to adapt and mitigate climate change, with due regard for the cultural diversity that characterizes Cape Verdean society; Equality of rights, opportunities and challenges between men and women in all areas of political, social, economic and cultural life, regardless of color, race, sexual orientation, ethnic or geographic origin, place of birth, religion, degree education, socioeconomic status, profession, party affiliation and political belief; Parity: the Plan is based on the principle of equality between men and women, with a view to ensuring the representation of women in decision-making bodies and climate change management, etc.
