Resolution No. 90/2020 creating a special Working Group to monitor the entire installation process of the Inter-municipal Water Supply and Sanitation Company on the island of Santo Antão, "Águas de Santo Antão, SA (AdSA, SA)".

This Resolution creates a special Working Group aiming at the modernization of the institutional and legal framework in the Water and Sanitation Sector in Cape Verde to improve the country's socio-economic development. Its objective is to monitor the entire installation process of the Inter-municipal Water Supply and Sanitation Company on the island of Santo Antão, "Águas de Santo Antão, SA (AdSA, SA)". It establishes composition, duties and responsibilities of the above mentioned Working Group, entitled to carry out the following activities: a) Monitoring and piloting: i) Define a strategy to remedy the debt between the Porto Novo Council, Águas do Porto Novo and the State/Treasury; ii) Monitor the implementation of the debt solution strategy; iii) Define the terms and conditions for the State to enter the corporate structure of AdSA, SA; iv) Define the terms of reference for producer, user and seller of water and sanitation services; v) Define the terms of entry of the strategic partner "Águas de Porto Novo (APN)" in the corporate structure of AdSA, SA; vi) Develop the necessary articulations for the dialogue between the Government, City Councils, Luxembourg Cooperation and other partners involved in the creation of the inter-municipal water and sanitation management company on the island; b) Resizing human resources; c) Transitional tariff regime, etc.
