Abstract
This Resolution approves the Fisheries Resource Management Plan 2020-2024 (PGRP) and applies to the management of Fisheries Resources for all fishing operators. The Plan can be changed at any time, after consultation with the National Fisheries Council. This Plan is a strategic document establishing the bases and the essential guidelines for the aquatic resource sustainability. Its primary objective is the long-term sustainable use of fisheries resources (FAO, 1995). The present plan is based on fundamentals and scientific knowledge about biology, eating habits, migratory patterns, reproduction, evolution, maturity and exploitation of each aquatic resource, managed by the institution responsible for fisheries research, but also in more general information. In this perspective, work sessions were held with the National Fisheries Development Institute, with the researchers responsible for each resource and with the fishermen, shipowners and fish sellers. The management objectives established for various types of fisheries are: guarantee a sustainable and optimized fishing; ensure the sustainability of the resource; operate with maximum sustainable yield; improve the economic viability and social conditions of the sector; ensure appropriate levels of cooperation in national, regional and international (ICCAT) fisheries management structures. The Plan aims to reach the main objectives attributed to the Fisheries sector, such as to contribute to the improvement of food security of the populations.
The Fisheries Sector and particularly the PGRP find their place in the Government Programme of the 9th Legislature (2016-2021), in the Strategic Plan for Sustainable Development PEDS (2017-2021), and in the United Nations 2030 Agenda for Sustainable Development, which, moreover, defines the 17 major sustainable development objectives that should guide the countries' development plans. This Government Programme sets out the priority lines of political action, namely with regard to economic development and Fisheries, by committing itself to: sustainable exploitation of living marine resources; promote investment in the fisheries, mariculture and aquaculture sector to increase export; modernize and enhance the processes of marketing for fisheries and aquaculture products; promotion of the fishing sector in close articulation with the policy of marine ecosystems preservation to enhance the sustainability of fisheries resources and protect the environment and the economy. The management modalities are defined according to the different resources. Thus, each fishing activity is managed according to its specificity and according to the existing information on the fisheries resource, in terms of its assessment and the means used in its exploitation. In conceptual terms, two types of quota were defined, namely: 1) quota assessment (determined based on the updated fisheries assessment - MSY) and 2) catch quota (determined based on the history of catches) for the species in which there is no fish assessment.
