Abstract
This Act establishes the State Agricultural Intervention Fund as a legal person and administrative authority under the competence of the Ministry of Agriculture. It defines the Fund's mandate to administer and implement instruments of the Common Agricultural Policy and related national measures, including granting subsidies, conducting intervention purchases, storage and processing of agricultural products and food, marketing support, licensing for import and export of agricultural products, and administering rural development programs including the EU Rural Development Program and the national implementation of the Common Agricultural Policy strategic plan. The Act explicitly situates the Fund's activities within applicable European Union legal instruments and international obligations. The Act sets out key operational powers and procedures: decision-making on subsidy awards, control of compliance with subsidy conditions, requirements for a single (joint) application system, rules for intervention purchases and subsequent sale or transfer of purchased goods, procedures for registration and recognition of producers and producer organizations, and obligations for market and price information gathering.
