Abstract
National Forest Programme of Czech Republic (NFP) is a national sectoral document of Czech Republic covering the period 2003-2006. Its main objectives include forest management in accordance with principles of sustainable management; development of wood-producing and non-wood-producing functions of forests; conservation and development of biological diversity of forest ecosystems; support to raw timber production and use; management of forests in specially protected areas; and protection of forest ecosystems against harmful factors.
The basic principle of NFP is sustainable forest management. It addresses agricultural sector production systems in an integrated way across the environment protection. Specifically, it aims to create legislative, silvicultural and economic preconditions for natural regeneration of genetically suitable forest stands in the conditions where it is effective from biological and economic aspects; to conserve and increase biodiversity by the management of gene resources of forest tree species taxa; to achieve gradual conversion of the present species composition of forests using available tools of forest policy in favour of tree species that are characterized by higher tolerance to harmful factors, ameliorating effects on the soil and that provide high wood-producing and non-wood-producing functional effects; and to recommend forest owners that they should support the growth of successive forest stands under shelterwood of regenerated stands and reduce the use of clear-cutting system where it underlies sustainable management of forests.
The NFP also provides for carrying out an analysis of potential dangers in the protection of forests, impacts of stressors and the designation of a so-called threshold of economic harmfulness of damage to a forest and the environment caused by the most significant pests.
Implementation of NFP is the responsibility of the authorities charged with forest management. Specifically, according to the document, the Ministry of Agriculture and the Ministry of the Environment have been charged with state supervision and management in the forest sector.
