Abstract
The Strategic Plan for the Common Agricultural Policy (CAP) in the Czech Republic is designed to support the agricultural sector and rural development through funding from both agricultural funds: EZZF and EZFRV. The main objectives include stabilizing agricultural incomes, ensuring the availability of safe food at reasonable prices, and promoting sustainable agriculture and forestry practices. The plan also emphasizes the importance of addressing climate change and enhancing the quality of life in rural areas.
The plan is based on a SWOT analysis that identifies the needs of the agricultural, food, and forestry sectors, as well as rural development and environmental quality. A significant portion of the budget is allocated to direct payments, particularly aimed at supporting economically sustainable agricultural income and small to medium-sized farmers. The plan outlines 92 interventions, including support for young farmers, diversification of production, and measures to enhance biodiversity and soil health. The LEADER method is highlighted as a way to implement local strategies effectively, addressing specific regional issues better than centrally managed programs. Nearly a third of the direct payment budget is focused on eco-schemes aimed at climate and environmental benefits, addressing issues like biodiversity loss and soil degradation.
