Abstract
This federal ordinance (38. BImSchV) sets detailed rules for reducing greenhouse gas (GHG) emissions from fuels in Germany, covering fossil and bio-based fuels as well as electricity used in road vehicles. It defines calculation methods, reporting obligations, and compliance options, including crediting electricity from public and non-public charging, and sets emission factors for petrol, diesel, and certain other fuels. The ordinance establishes caps on biofuels from food/feed crops, high indirect land-use-change-risk feedstocks, and waste-based sources, while mandating a rising minimum share of advanced biofuels, with provisions for double-counting and carryover. Compliance is linked to sustainability certification, and transitional rules cover 2024–2027.
