Abstract
The Act aims to ensure environmentally friendly energy conversion and reduce greenhouse gas emissions. The Act elaborates on the reduction targets aiming for reduction of carbon dioxide emissions ranging from at least 35% by 2023 to at least 95% by 2038. It prioritizes renewable energy sources in decision making processes conducted by the municipalities of Bremen and Bremerhaven, until power generation is nearly greenhouse gas neutral. The Act also mandates the development of a climate adaptation strategy to mitigate the negative impacts of climate change through adaptation measures. The Act provides for development of a Climate Adaptation Strategy to mitigate the negative effects of climate change, updated every five years. Public authorities must integrate the strategy's goals into their planning, and the Senate supports its implementation. Every two years, the Senate releases a monitoring report on the implementation of the Climate Protection Strategy's Action Plan, detailing progress and reasons for any deviations from planned measures. The Act further provides for reporting on carbon dioxide emissions and other greenhouse gas emissions; monitoring of the Climate Adaptation Strategy; construction, maintenance, and operation of buildings; promotion of energy efficiency in buildings; and incorporation of climate protection in urban planning concepts. The Act further outlines that the initial connection of electric resistance heaters for room heating is generally prohibited, with exceptions granted by the Senator for Climate Protection, Environment, Mobility, Urban Development, and Housing.
The Act consists of 19 Articles divided into 6 Parts as follow: Goals and action strategies for climate protection and adaptation (1); Program and reports (2); Public sector buildings, facilities and procurement (3); Promotion of measures to save energy and the use of renewable energies (4); Use and saving of energy in buildings (5); Final provision (6).
