Abstract
The present Law implements the Waste Avoidance, Recovery and Disposal Act. The provisions of the present Law apply to the: 1) avoidance; 2) recovery; and 3) disposal of waste. The text consisting of 19 articles deals with the following matters: obligations of (Public Law-Parties) competent authorities responsible for waste management; basic principles of waste management and balance-sheets on behalf of competent authorities; empowerment of local authorities to issue relevant provisions; duties of public authorities; waste management planning; expropriation; administrative proceedings; waste disposal facilities; duties of owners of abandoned waste disposal plants; unauthorized waste disposal facilities; inspection of waste disposal facilities; experts; competent authorities and penalties.
